Payroll SaaS tools are cloud software platforms that automate the calculation, processing, and tax compliance associated with paying employees and contractors. They handle federal and state tax withholding, W-2 and 1099 generation, benefits premium deductions, and direct deposit to employee bank accounts. Leading platforms for startups and small businesses include Gusto, Rippling, Justworks, and ADP Run, each varying in depth of HR features, compliance automation, and international payroll capability.
How it works
The employer configures employee compensation (salary or hourly rate), tax withholding preferences (W-4 elections), and any deductions (health insurance premiums, 401k contributions). Each pay period, the platform calculates gross pay, applies all withholdings, and initiates ACH direct deposits to employees. Simultaneously, it calculates and remits payroll taxes to the IRS and relevant state agencies on the employer’s behalf. At year-end, the platform generates W-2s for employees and 1099s for contractors automatically.
Key facts
- Employer payroll taxes: Employers pay 7.65% of each employee’s wages in FICA taxes (6.2% Social Security + 1.45% Medicare), on top of the employee’s own 7.65% withholding.
- Contractor vs. employee: 1099 contractors do not have taxes withheld; misclassifying employees as contractors is a significant legal and financial risk.
- Global payroll complexity: Paying international contractors is straightforward through platforms like Deel or Remote; employing international workers requires either a local entity or an Employer of Record (EOR) service.
For builders
Gusto is the default recommendation for most early-stage US startups due to its intuitive UI, reasonable pricing, and strong automation of state tax registrations. As a company scales past 20 employees or adds benefits complexity, Rippling becomes compelling for its HR information system (HRIS) integration with IT provisioning and device management. For globally distributed teams, Deel or Remote handle the complexity of international contractor payments and full employment through their EOR infrastructure.
